Government Arts and Science College, Perumbakkam is committed to empower the socially and economically deprived and disadvantaged students through inclusive, knowledge based and students centred world class higher education in an accessible, affordable, competent and competitive manner for intellectual, behavioural, social and holistic transformation which enable them to contribute extraordinarily towards nation development and to serve the betterment of mankind.

Promoting holistic development of students and teachers by transforming the standard of college at national and international level through outstanding research, education, and practice,  creating collaborative environment for curricular, co-curricular and extracurricular activities and inculcating humanity, social responsibility and a sense of social justice to make significant contribution in the  society as excellent leaders, scholars, scientists and sports persons.
