Keeping upto their motto of “God We Shall See in the Smile of the Poor” the Tamil Nadu Slum Clearance Board has been working towards the . As part of their In-situ tenement schemes, they have established an integrated township of storied tenements for families belonging to project affected areas at Semmenchery and Perumbakkam. While vertical development in terms of residence was made possible, the need to provide education to sustain their financial and social condition was the need of the hour. Therefore, the government proposed to institute an Arts and Science College in the tenements of Semmenchery and Perumbakkam. Following the announcement under Tamil Nadu Legislative Assembly Act 110, the Department of Higher education issued order thereby granting permission for the establishment of Government Arts and Science College, Perumbakkam. The College had its humble beginning in the academic year 2016-17 with five undergraduate courses viz, B.A. Tamil, B.A. English, B.Sc. Mathematics, B.Sc. omputer Science and B.com (General). With eight students each in B.A. Tamil and B.Com (General), the college started functioning in the in ‘U’block of Tamil Nadu Slum Clearance Board Apartment.
The academic year 2017 -18 saw its first regular Principal Dr. Jothi Venkateswaran, who didn’t leave any stone unturned to create a conducive academic atmosphere for the students and staff members. The rapid growth in the student strength and the need for physical space necessitated the shifting of college to a nearby Community Hall. Supported by the generous contribution that poured in from various NGOs, kind hearted residents from nearby settlements and some of the parents of the students, the functioning of the classes with minimal infrastructure did not seem impossible.
The college made a further progress in the Academic year 2018-19 with the introduction of four more undergraduate courses - B.Sc. Physics, B.Sc. Chemistry, B.C.A. and B.Com (CS) The student strength rose to a whooping 540 after 234 students were admitted under the able guidance of Dr.Pon Ambalavaanan, who took office as the Principal in june 2018. He was succeeded by Dr.E.Padmini in August 2018. She has played a major role in shaping the ethos of the college. She has been working tirelessly for the smooth functioning of the college. Her contribution for the growth and development of the college is immense. On 19th February 2019, the college finally witnessed the inaugural of its new college From the U-block of TNSCB Apartment to the Community Hall and finally to a new array of building of its own, the college has come a long way crossing all the hurdles that came its way. Principals, Teaching & Non-Teaching Staff Members and the students have painstakingly moulded and nurtured the college. The college today stands tall because of the effort and determination of every individual who had taken it upon themselves to never give up and give the college a supreme shape it holds now. Today the college has 9 UG departments and 1 PG departments with 1132 students.
